I have seen a 2 Euro prototype coin that seems to made for the purpose of familiarisation by a very wide audience within the original Eurozone Countries.
I guess that all banking staff in those Countries would have been at least need to be shown a set of prototye coins, so it follows that a sufficiently large enough number of them would need to be made.

The production of the generic prototype sets would have also allowed the Mints a chance to get 'production ready' for the manufacture and issue of the official Euro coins.

South Africa did this before the issue of a new set of coin modules in 1990.

According to this article (PDF, French) that would be the first of three essai/prototype sets. Those pieces were apparently made before mid-November 1998; some specifications of were changed later. Note they say that the set sells at €3,500-5,000 - whether that is true I don't know.
