Looks like cleaning to me. I would grade it no higher than G-4

I'd grade this F-15, "cleaned."

(Obverse close to F-12; reverse close to VF-20.)

I thought there's a chance it's damage rather than cleaning. Not that that's much better. It looks like the scrapes are in the same direction on both sides, as if it was done as one event, which seems odd. Like if you held it by the edges, gripped both faces with pliers, and scraped the pliers across to get both sides at once. There seems to be wear after the scraping, which is the only reason I wouldn't think it was cleaned by a collector.
