It is made by "Order of Malta." Essentially a hill in Rome that has been granted its own sovereignty (kind of like the Vatican, but much smaller). It is the modern successor to the crusading Knights Hospitallers, founded in 1099.
KM M10. Krause indicates that all Order of Malta coins are Proof, but the listing make it look like 1964 may be the exception, and they made Proof and non-Proof versions. It looks like they minted 4000 non-Proof and 1000 Proof versions of this 2 Scudi coin in 1964. My Krause book is 5 years old, and lists a value of $15 - $20 for this coin.
