I tried different ways to clean this stubborn quarter but it just won't return to regular quarter... Can anybody tell me why is this happening to this coin? It's surface is also rough as if it would have sand glued to it.. Maybe error coin? Help please...

First rule of coin collecting,do not clean. Your coin looks like environmental damage.

Thank you John and I usually just toss the coin in my spending change bucket pile thingy if the coin is dirty and if can't wipe enough to see the details on the coin. This quarter is the only coin I actually attempt to bring its shine back, besides the first few I cleaned when I first joined the coin community and got in trouble for it haha

I find a lot of quarters like that when metal detecting.

Really! I always wanted to do metal detecting, but came to find out that its illegal to dig I looked for the guidelines for it it supposedly I can do all the metal detecting I want, but can't dig it out because archaeologist already claim the land for historical porpoises
