I don't believe ICCS recognizes 1949 as a PL anymore.
It would probably come back as a high grade MS.
I also have one graded PL67 but won't send it to them for that reason.
I'm not sure if CCCS would grade it as PL, maybe someone could help with that.

PCGS often calls the 1949 dollars PL when they really aren't PL by Canadian TPG standards.

Leave as is - it is better protected in the hard slab.

ICCS (and CCCS) soft flips really are not designed to protect larger, heavier coins. The inner mylar flips are very prone to cracking, even if you drop the flip just once...
