1984-P Nickel Rim Error

Found this strange coin last night. What is this called, I've tried searching it and have not come up with anything.

1984-P-Nickel-Rim-Error

The second rim tapers off and is noticeable from the 'U' in "UNITED", strongest above the Monticello and again tapers off towards the last 'A' in "AMERICA":

The rim of the reverse. Notice the second rim is raised:

This is a partial collar error. Its caused by the planchet not settling completely in the collar when the coin is being struck. There is also a minor misaligned die error on the obverse, which is not unusual to see on a coin that has a partial collar.
These are usually worth about $5 - $10 in the condition yours is in. They seem to be more common in Jefferson nickels than any other denomination, likely due to the fact that the planchets of nickels are harder than other coins and therefore more likely to cause mechanical errors in the striking process.

If you are thinking of selling it on ebay, I would wait a while. It looks to me like the seller you linked to is dispersing a horde of BU 1984 dated partial collars. Since he is listing multiple examples at the same time, the auction prices are likely to be depressed from what they ordinarily would be.
