Cool Serial # + Ink Smear?

Found this in change today. Cool number but look under his lip. It is the same lined pattern as the devices and the same coloured ink. It is not pen, it is in the same design as the money, but smeared.

I'll let others weigh in on the ink smear, but the serial number unfortunately won't bring a premium. The zeroes keep it from being a binary, and nothing else is really noteworthy, sophomoric jokes aside.

What your calling an ink smear is actually made when a teller stamps the bank strap. Unfortunately it isn't a error

Sorry, I am not too familiar with notes, more experienced in coins, why does the teller stamp a strap and what does it look like?
