I have a 1988 penny with split plating and it exhibits a blue hue. yours definitely has PMD.

How would the planchet get so damaged and the image,words and date look in very good shape.

It has obvious damage as the lettering and pillars and steps ect. are all flattened, look how wide those things are. Compare to another cent. Its not in good shape please take a closer look.
