The lighting in this case has given the impression of a very grainy surface, and I cannot make up my mind what is actually causing the grainy appearance.
As a result, a very unfair grading is possible.

It appears to have no wear.

Need a different lighting angle, and if it was photographed in a holder, it should be taken out, because dust particles can be attracted to the clear Mylar window.

My Krause values these at $8 in uncirculated.
If this value is near to being correct, perhaps shipping TPG grading fees are not justified on value alone.

Neat coin! I've always liked Oudine's design.

I agree that additional photos would be useful.

While I see no obvious wear in these photos, there is considerable disturbance of the luster in those darker areas on both sides. The precise nature of those darker areas will be significant in determining grade.
