That looks rather like a Proof to me, which would explain the B reverse.

how can I tell that it's a proof if I found it on a roll of bu 1960's He put away around that year?

It's an absolutely terrific strike - look at the obverse rims - with nice frosty contrast between fields and devices. Honestly, the coin and your images are good enough that I figured "Proof" the moment I saw it. The difference from a normal Business Strike is *that* stark.

Definitely looks like a proof. The extremely well defined rims and sharpness of all letters also helps to clue you in that this is a proof strike. (In addition to the previously mentioned frosty contrast, etc)
