There's an interesting story behind the rather small mintage of 37,784 that year, from the Charlton Standard Catalogue:

With the granting of independence to India, the Royal Canadian Mint was faced with a dilemma in early 1948. The new obverse coinage tools with the Latin abbreviation "ET IND: IMP" omitted would not arrive for several months, yet there was a great need for all denominations of coins. The Mint satisfied the demand by striking coins dated 1947 and bearing an obverse with outmoded titles. Following the arrival of the master tools with the new obverse legend, the remainder of the 50c pieces (37,784) were produced with the new obverse and true date, 1948.
