This one's definitely a reproduction/fantasy/charm, not a "real coin". The emperor's name on the )upside down) obverse is Qian Long again, but the dotted background is an attempt by the copyist to reproduce the grainy appearance of a cast coin. Pictorial elements like those two dragons on the reverse were rarely used on Chinese coins.
