Because there aren't hard-and-fast rules about grading. Merely guidelines. The best you get for guidance is, "62 has lots of marks. 65, not so much." You could call it 63, and I 64, and we'd both be right. And the next time I see it - if, as should be expected, I have no prior knowledge that I've graded it before - I could call it 63.
Heck, my own grading standards have evolved in my time here, especially with Lincolns. Of course, that's because I was clueless before but whatever.
