I think the fact that the graders at NGC have no clue which is the reverse or which is the obverse of a Libertad speaks volumes about their ability to reliably authenticate anything. It would seem to make sense, that it was just a test piece to test out the new obverse design for 2000 and not a true mule as the 1991 Type II Libertad is.

I'm not sure how it being a "test piece" would change the fact that it has a different obverse than the rest of the 1999 libertads... It's still a mule. Isn't it?
