I'm asking you guys cause I have never sent off any coins and I'm about to send out a package to have a few slab bed . How hard is it to get Ms 68 or Ms69 in State Quarters I have a bunch of unopened mint sets of p and d 1999 State Quarters and I'm wondering what the probability is of getting a tip top grade?

For one, be sure they are un-circulated.
The circulated quarters I recently received directly from the mint in packaging like yours will not grade higher than MS65.
Unless you send to ICG, then you'll get 68's all day.

NGC and PCGS I don't think will make the cut above 65.

Now, for the un-circulated from the mint, you may have some around the 68 range. I have some un-circ quarters that come in the 3 pack with the proof. All 3 are in airtites from the mint. They are much better quality, but still have a few hits, but way less than my coins mentioned above.

I would say for the price and hassle, just buy them already graded how you want them from ebay. MS67 is lower than your mentioned, but most any of these quarters graded at ms67 seem to be selling for around $15 each.
MS68 makes the bigger price jump...almost triple the price of the MS67.

If you want to send it in for the experience, I would say pick your top 2 looking coins and send them in, see what they come back at. If it not what your expecting, your not out a large pile of coin

A few of them have no 69's at all, and others are selling in 69 for less than the cost of slabbing. Heritage has over 100 of them in MS69; only 30 sold for over $50 and many are Satin Finish coins. Sure you really want to do this?

Have a look at the Statehood Quarters section of PCGS' auction records site:

http://www.pcgs.com/auctionprices/

It'll give you a quick overview for what pulls what price in grade, from which you can infer rarity. As will the lack of sales in certain high grades, because you know if those high grades existed they'd have shown up at auction. Just beware of random error coins which skew the price noted.

And make sure you know a 68/69 when you see one. Both grades require magnification.
