I have a question on a coin I'd like to purchase. I know it's an offcenter coin but I see the curved line on the obverse and reverse on the left side of the coin. I was wondering if this would be indicative of an incomplete clip? Or if it's really nothing and only an offcenter coin?

First coin is an off-center strike

The second coin is baffling in that slab. I will go on record as saying that I don't think NGC got it right and it wouldn't be the first time that they were wrong.

A clipped planchet is the result of a coin being struck on an incomplete blank that is placed through the upsetting mill to make a planchet that is incomplete or "clipped". The incomplete planchet then gets fed into a coining chamber to be struck into the type of error we call an incomplete planchet error or "clipped planchet" error.

The blank has a clip in it due to the cuts being overlapped as the coinage strip is moved through the blank cutting machinery.

In other words, a clip whether partial or incomplete happens during the blanking process and not after the coin was minted.

The coin in the slab has damage to the letters and to the rim that had to happen after the coin was minted.

It can't be an incomplete clip as whatever happened to that coin happened after the coin was minted.

May I get your opinion on value for the offcenter strike coin? I particularly like how the zinc shows in some spots so I find it with nice eye appeal. I know the ones with date go for more than without date so I don't want to pay too much for it. Thank you.

$3.00 to $5.00 on the off center with date. Also it should be mentioned that proper preservation is a key thing to consider these things corrode badly where the zinc is exposed. so you have to really place it in as airtight a situation as you can provide.
