now this had me mind boggled when I saw it...I am not sure what to say and I realllllyyyy want your opinions on this one. it appears that the coin was cracked from a pcgs slab stating the coin was a specimen and sent to ICCS and graded as a circulation strike.

Someone got burned "grade shopping"....however, that is a very weak strike for a Specimen, so that makes me wonder if PCGS was incorrect It is very UNLIKELY that the coin was cracked from the PCGS slabbed, otherwise ICCS would have it in a flip without the PCGS reference.

were specimens even made for that year? if so, what would one be worth?

According to Charlton, there were Specimen Proofs in 1912 with a book price of $1500.00
Book price for MS63 is $225.00.
Someone took a loss.

For Canadian coins, I would trust ICCS 10X over PCGS.

And I absolutely agree with DE. PCGS is Not the place to send Canadian coins in my opinion. Certainly doesn't look specimen to me.

Interesting. Somebody made a good buy. This coin sold in a Heritage auction
in 2013 for $500. Submit the coin to PCGS under their guarantee resubmission
and go from there.

Yes PCGS does pay out on their guarantee. According to the PCGS website
they have had 260 warranty claims over the last twelve months totaling
$571,022.
