I use an old version of Jasc PaintshopPro but you can download Paint.net for free and it has an arrow drawing tool.

The arrow tool in Paint.net is hard to find:

choose line/curve in the "tools" toolbar or "tool" menu
choose the left and right end arrow types (or just one end) in the "style"
draw the arrow!

There are many software available, you just need to search a little and see what suites your need.
