How big of a factor are pinholes to the graders of paper currency. Are they more concerned with tears, staining, paper quality, etc? Would they deduct points off of the overall grade for pin holes? Just curious how this works.

Speaking as a complete neophyte of TPG practices I believe the first order of grading would be paper presentation (in order of my order of preference) would be paper and ink quality, fresh appearance of the bill which would be affected by creases, wrinkles, and tears. Finally pinholes. If I am buying a bill that had pinholes my rule the lesser the better. Just so that the bill doesn't look like it wasn't attacked by a herd of staples. I think that is the last factor in looking at a presented bill.

Again, my opinion only.

PMG does not mention pinholes in their grading scale but PCGS lists a pinhole as being a reason to mark down a note to a 64.
"64" is an intermediate grade reserved for notes that are better than Choice New but that don't quite reach the Gem grade. Such notes may have minor faults such as a couple of unobtrusive counting marks, ink or handling smudges, a single pinhole, or a rounded corner tip."
