Short Answer = Yes they can still tone or corrode.

It's less likely than many other storage methods, but the coins are not slabbed in a clean room and the slabs are not always 100.00% airtight.

Absolutely, slabs should be carefully stored just as if they were raw.

Not worth spending the money on conservation IMO, these are pretty inexpensive coins. Besides, the zinc oxides are tough and difficult to remove chemically without damaging the surfaces. I suggest you sell it and buy one that makes you happy.
