Spikey Head Honorius Coin, Barbarous Or Die Clash ?

Hi all,
This coin has lived in the " barbarous " pile until I decided to have another scan through them recently.
Under further scrutiny I am fairly convinced that there is a die clash causing the bust to look like a " radiate " head or a barbarous issue with spikey hair.
Picture 3 is the obverse spun 180 degrees so that the " hair " is now at the bottom which appears to show the legs, spears and shields of the soldiers and the exergue line.
Certainly an odd looking coin.

I think you are probably correct: clashed die.
