Maybe it's grease or a weak strike, but I doubt that.

This is a very reputable and high volume seller, I don't see it as an MS-67 either but I don't think they're trying to pull one over you. More than likely, PCGS overgraded it.

It's just not fully struck-up, fairly common on these from what I've seen. What's missing in their pictures is the luster, I'm sure there's tons of it in hand. I'm sure this coin has excellent eye-appeal with the luster and toning, which is why it got the grade.

Aside from the weak strike, I would have given It MS-66.
hit on upper cheek and top of Monticello dome.

Imo, there are too many unversed hits for this coin to go as high as a 67. If the luster Is there, I think I would grade it a 66 or a 65.
