MDM looks to be a German coin distributor, their website is mdm.de. I can't find it there - but then I don't understand German save for a couple of words so someone else should be able to navigate that site better than I can.
For now, I think it's just an aftermarket certificate, but I might be wrong. Your photo of the coin doesn't convince me it has original surfaces but it might just be because of the capsule. Better pics of the capsule will help.

if you're wondering if this was issued in 1939 with those german info cards I have a hint.
hint, Canada didn't have that maple leaf flag until 1965....

Haha, no actually, I'm trying to figure out why Germany of all places would issue CDN coins, especially Pre-WWII coins. Maybe their just saying "Remember the Good 'ol days when we all got along...?" :)

Well from what I understand Germany is one of the biggest buyers of RCM products. don't hold me to that cause I only recall hearing it a while ago. perhaps they thought an even older RCM product would be even more popular?

The few times I have bought coins from German coin shops, they have given me a certificate of authenticity similar to what you have there. They just print it off in the coin shop and may or may not sign it. In the US, you rarely see that. When you do see it in the US, it appears kind of silly. But I guess Germans see it as a sign of quality...or something.
For the coin, I know nothing about it.

Mass marketer, sort of like the American Express stuff of the 1980 s. This pictured coin is an absolute PTS, POS. Back in the late 1980 s all the Ex f and junky silver dollars were going toGermany for stuff like this. The prices we were getting shipping the was incredible. As an example you could get a minimum of 50 dollars for any 1935. The 1980! Bear was bringing an even crazier 75 dollars.
