1976-D Roosevelt Dime Copper? Rust?

I sure don't want to seem stupid, but can dimes rust? This dime appears to be copper, including edge. If this coin was buried, would it be rusty now? How can I remove the rust to see if it isn't all copper? There seems to be some corrosion on the coin as well. Advice? I'm sorry that I don't have better pictures. Thanks for your wisdom in advance!!

Looks like it was a metal detector find. If you rub it long and hard enough the nickel color should start to come back.

When you put coins in holders like that it's a good idea to take a pair of needle nose pliers and flatten the staples. It protects the other coins next to it.
