Tough call but I will say it is all die cracks.

Sometimes pictures play games with my eyes, but the rim almost looks like it has been in a holder like an Encased Cent. May just be the way I was looking at it.

cwb I posted the reverse to see the rim and you could be right about been encase before it's something else.
