I believe "partially plated" means it only got partially plated with copper, the unplated portion should be zinc...although it is seemingly black on this coin. Most likely a planchet defect , the blank it was struck on was not properly prepared or inspected and made it through into the dies anyway. Not surprising since the numbers of cents minted these days is in the billions. I am sure someone with more expertise can clarify this.

Several problems...ANACS is describing the issue, they are not saying it is an error.
Next, ANACS will slab problem coins so again there is no justification for calling this an error.

Next, ANACS got it wrong anyway. It is not partially plated, it is partially unplated since more of the coin is plated than not.

I submit that it is merely a "clunker' in an ANACS slab that is not marked as an error bvut was sold as one anyway.
