Tracked Package Is "Successfully Delivered" To Wrong Address

i was thinking:
the other day I had an item in my mailbox but it was not mine, but it did have a tracking # on it, so I checked and on the post website, it was labeled as successfully delivered!!
now what if this was a package you were sending to someone and you sent it with tracking but it goes to the wrong house and that person decides to keep it?
if the ebay buyer puts a claim in will he win? even tho he never got his item but paypal sees it as being delivered cause accidents do happen.
turns out this the address on the package I received was just around the corner so I delivered it myself when I walked the dog
