I think what is confusing people is the die state, this coin is mid to late, so some of the detail has been lost in the finest design points.
The biggest clue we need to truly determine if this has been circulated is missing from the picture....LUSTER. If it is uncirculated, it will show clean, mostly unbroken cartwheel luster under the brown. This coin could very well be AU but without seeing it in hand, it's hard to determine. I choose to call it unc based the the lack of obvious rub, the absence of marks and mint state rims.
