PCGS gave it VG-10. You all were spot on.

I was very tempted to grade it F12, specially when you see this example
graded by a specialist in the series as F12:

GERMANICVS I too am of the opinion this should be F12. The detail on the shield is too strong for VG in my opinion.

It probably got the VG designation due to the weakness of the I in Liberty. The reverse looks VG also.
