It is a souvenir commemorating the Chinese goddess Mazu.

The Chinese at the upper left on the obverse side (Mazu portrait) translates as "Goddess of the Sea".

The Chinese at the upper right translates as "Heavenly Holy Mother".

The Chinese at the bottom on the reverse side translates as "Shanghai Mint".

This Chinese website indicates that there are actually two commemorative "badges" in the set. If you scroll down the page, you will see your "badge" with an "Expertise Report" in English.
