I'm certainly not an expert in this area, but I will certainly watch to see what others have to say. If I owned this I'd just spend it, so I'd like to know what I'd be giving away.

Miscut because that's what they call a bill that's off center if I'm not mistaken. And the serial number has a pattern minus the last two numbers that is...

A 'partial radar' serial number adds no value.
A slightly off center cut adds no value.
I guess it was ok to spend this.

No premium in my opinion, but if you like it keep it! It's only a dollar, if it was a higher denomination I would recommend spending it.
