If they changed the plastic used they should have tested the sonic welding process to be sure the weld would be sufficient. They may need a new horn with a stronger booster or even modify the energy director on the case half to get them to weld.
edit to add further thought - There are many things that can go wrong when ultrasonically welding two pieces of plastic together. Without being at the machine while these were produced it's impossible to pinpoint the issue. Although unlikely, it could have been something as simple as insufficient pressure or even the stop was set wrong. What I can tell for sure is they need to fix the problem fast if they have not already.
I sort of figured this would be a simple problem, where one of the sealing machines was incorrectly setup (using the old setting not the new) one morning and that it would be quickly corrected.
Certainly have not heard a word on the PCGS board - although they're known for being pretty censitorious (not a word, but) on their board (I know, their house, their rules, which is why I posted this here).

After seeing this I went and checked all of my PCGS coins that are in the new holders and all look good. Hopefully this was just an isolated occurrence.

Probably, I've seen the same thing before with their older slabs and NGC as well. Every now and then some don't get sealed. It doesn't happen often but it isn't unknown.
