I think so - I can see where portions of it seem to be peeling or flaking.

Of course I have been wrong once or twice before!

Anyway, if I owned it, I would keep it!

I think that it is collectible. Coin Digest says "Struck on a Large Lamination Crack" is Scarce to Rare. If you check ebay sales, you will find, roughly, sales for $1 to $40+ (heavely dependent on the grade of the coin and the denomination).

I am not 100% certain, however that your coin would fit that description (?)
