Is this a 1970 reverse proof on this 1970D dime? Thanks!

This dime is not a reverse proof, or a proof for that matter. Just remember that Denver never struck proof coins, and in 1970 proof coins were being struck by Sanfransico.

In 1969 and 1970 there were dimes produced with the same style reverse as was used on the proof coins of 1968. The pickup point is the deeper grooves in the flame on the reverse. Starting in 71 all business strike dimes had this revese. The 1969 is the hard one to find. The OP's coin is the 68 proof style reverse

I think the "rarity" of the 1970 and 1970-D of these are overrated. I don't go through dimes often, but when I find a 70 or 70-D, it's about a 50/50 chance for me on finding one of these. The 1969 however, I have not ever found, so I think that is probably quite hard to find.
