I've heard different things about these grade terms so here's my question. The coins in mint sets that aren't considered PL are they considered an MS grade? If so would the coins average MS 64? Thanks for the help!

This particular topic is a can of worms. For the most recent "uncirculated" sets, the coins legitimately were circulating (business strike) coins. This led to people cherry-picking sets, and ICCS with no way of knowing the origin of the coins, though it really doesn't matter. I don't know how the newer sets grade, but a couple years ago they were occasionally atrocious...some were MS-60 caliber coins.
