It is currently in an ICCS flap but do you think this could get a MS65?

I don't think it will get to 65, just based on the chattering on the cheek and neck, even if the scratches on the left obverse are on the holder. Absolutely not 65.

If you're thinking PCGS, then I would also say no in this case. US TPGs put more weight on effigy "noise" as opposed to ICCS which is more field focused.

Have to agree the cheeks stop it from an 65 that being said still a nice looking coin.
