Venezuelan 5 Centimos - Error?

I have several Venezuelan 5 centimos coins (Y#49) but one of them seems to be missing the steel layer leaving only the copper. So my question is: Is this an error coin or a garage job? If it's an error, would it carry a premium or are they common?

It's not an error.
1974-77 were copper clad steel
1983 nickel clad steel
1986 copper-nickel clad steel
(copper-nickel is what the U.S. 5c is made of)

Thanks for the information. When I first came across these coins I looked them up with the Krause online guide (which lacks a lot of the details. The dates and the number were the same, leading me to believe something was amiss. Again thanks!
