It's an Islamic dirham, or a quarter of one, anyway. The disconnected "O"-shaped letters are often found on mid-to-late 'Abbasid or contemporary dynasties, circa AD 1000 plus or minus a century. I don't think you'll get a much more precise ID than that; there's simply too much information that's missing.
