Sorry for the bad pics, but I think I got this pinned down as http://www.tesorillo.com/aes/066/066i.htm rev.66 AE4, but none of the busts look like my guy. Who could this be?

Thats Constantius II or Constans. Both have that hairstyle on their coinage and both issued VOT XX MVLT XXX coins. If you can provide a better picture, it might be possible to work out who it is based on the spacing of the remaining legends (Constan's has a much shorter obverse legend than Constantius, so the letters are larger and further apart).

@Ben I accidentally posted the wrong obverse. One sec and i'll get new pics and the correct obverse

Well, I see the old VOT XX MVLT XXX reverse and two pictures of an obverse. The legend reads DN CONSTA-... which makes it Constans.
