I'm leaning on this being a cast token. I can't see any denomination nor date, only a stray number '9' that might just be part of the inscription.
Secondly, I don't know of any nation with a half moon with stars surrounding it, like yours. There probably is, but I've yet discover. Turkey/Pakistan both have a half moon with a single star by it.

By saying it's cast it's definitely brass. The only thing missing for this to be a belly dancer ornament is the hole to attach it with. It does look very thin.
