Just saw that on ebay. No idea what they are worth, looks almost like PMD but I have no experience with "out of collar" jefferson's.

Someone got a great deal on that one but "out of collar" is not the most accurate description. it is actually a type of partial collar strike known as a "railroad rim" because the edge looks like a train wheel. It is caused by a failure of the collar to fully engage in the striking chamber. A complete collar failure results in a broadstrike. Most partial collar strikes are of the tilted variety while the "railroad rim" is parallel to the coin faces.
