I can't be 100% certain based on the lack of sharpness of the images shown but it appears to be a minor die chip connecting the two elements. Another one described as "Attached" is a minor die chip and can be seen here

The interesting aspect about the 1996 "Attached 6" is the progression of errors..
We have:
1- Attached 6 only

3- Attached 6 + die chip on the T + Strong die clash on both sides

I call this last coin, «The all-dressed version" of the Attached 6.
