Normally, I would value such a piece at only 10% for condition, but in this case, it could be as much as 50% for condition. I have to admit, at close looking at the pictures, there IS an element of doubt in my mind that it is indeed plugged. That is why I think it could be worth as much as 50% of value for condition.
