Hello,

My name is Joe Kosednar. I collect and sell coins. Today I came across a Barber dime with a possible "error' reverse.

The line on the reverse connecting the E in one and the M in dime seems to be in relief and does not look like a cut. Is it a minting error?

Nope, just severe damage to both sides. The "line" is bordered by two gouges that give the line the appearance of being higher than the surrounding area.
