Don't think so, but maybe?!?! Seller says maybe washed with steel. Might be copper showing through on reverse.

Why would seller even mention Clad ? clad didn't even technically exist until 1965.
don't know about the washed on silver. need more expertise on this one.

Seller does not mention anywhere in the title or the listing any claim that this coin is anything other than a strangely colored IHC.

However, he does not offer any weight measurements nor diameter, nor surface testing.

The uneven toning almost certainly suggests chemical damage. Heavy whizzing lines on the reverse. I think this was probably polished and plated at one point, the plating later wore off and what you see now is the result.

As an aside, there are 5 known IHC's struck on gold $2.50 planchets, and Snow has authenticated one specimen struck on silver.

Maybe by clad, he means that it is clad in silver?

I could see it having been silver clad at one point, or even gold.

Clad just means that an outer layer of some other metal has been bonded to an inner layer of a different metal. The outer layer is the "cladding."

The way coin collectors use "clad" as with modern dimes/quarters/etc refers to this, not to the actual metallurgical composition.
