Ok I can tell the difference on FBL and Fs and FS but let's say a 1976 Ike dollar they have a ms range and a ms + range . What would make a coin a +?

Superb eye appeal for starters. Most of the time if I see a + grade that means something minor is holding it back from getting that next grade.

This is a very good question, and one that I'm sure many people have. My understanding is that there are upper and lower sides to every grade, and an MS-65+ is a choice example for the grade, but doesn't quite make the cut to 66. This can get very technical in the high grades.

I believe the certain attributes that make it choice are things such as a strong strike, lack of tic or bag marks for the grade, toning, and overall eye-appeal.

a + (plus) grade is above average for the grade. Nearly the next grade but just shy.

If you want to make it easy think of a ms64 as a rating of 64.0-64.4 ms64+ would be 64.5-64.9 range right before that 65 grade. A coin with a + designation lies between .5-.9 range of the grade.

I would laugh if PCGS rolled out a - designation for coins that are technically graded correctly but have negative eye appeal. "PCGS MS64-, baggy with lots of carbon spots but technically a MS-64."

They'd never do that, people are for some reason averse to paying to be told that their coins are ugly. ;)
