It's likely what we call a Greaser. Grease fills parts of the die and blocks the design transfer. There was some discussion a few months back regarding weak strike vs. Greaser. You may want to do a search to read up on both. But I believe since the rim is full that this is a Greaser.

Sometimes parts of a die can become filled with gunk or grease and that part of the design fails to be transferred to the coin. You can learn more about filled die errors here: http://www.lincolncentsonline.com/filleddie.html

I agree with the Grease Fill die, can anyone tell us the year range considering the reverse characteristics? I know lets see who else knows

I've found a couple from 2000 like the OP's. Correct RDV for that year, so maybe it's one from that litter?
