I'm struggling to identify this Roman provincial AE20. The reverse looks similar to the Phanebal issues from Askalon, however I can't find an exact match. Can anyone confirm my suspicions or offer an alternative suggestion.

Although hard to see in your pic, the raised leg of the reverse figure (Tyche?) reminds me of some issues from Caesarea Maritima, with Tyche's foot resting on a prow:
