If this coin were pre 1982, I would say this could be an Intrinsic Mettalic Inclusion. Since it is not, then could this be some kind of plating inclusion? Perhaps it is a deflated plating bubble? I am not convinced of that either! Could it be struck through plating foil? The area in question seems to be very slightly raised.

Looks like some sort of environmental damage . That is my opinion due to all the corrosion around that area.

It looks like it is also on his cheekbone,could it be some kind of dried clear glue?

Probably not - it has had an acetone bath...+xylol.

Also, the outlined area is within, but distinct from the dark area.
