I'm inclined to say it's a cast copy from the 1960's. At that time, the word COPY need not be applied. As a curiosity, it's worth $3-$5. Balance it on your fingertip and strike it with another coin. If it evidences a sustained ring, it may contain silver and be worth a bit more. I'd guess that this one fails the ring/ping test, given its dull gray color.
